O’Boyle also is accused of being under the influence of marijuana at the time, with a THC concentration in his system within two hours of driving, possessing marijuana and “numerous small bottles of alcohol,” driving too fast for conditions, passing in a no-passing zone, and having too many people younger than 20 in his car in violation of the state’s graduated driver’s license rules, according to the complaint.
